President Lyndon Johnson and his best advisors concur after some debate in two crucial meeting to a two-phased bombing plan in North Vietnam. The first phase would involve bombings by both air force and navy fighter jets to take out infiltration routes and facilities run by the communist forces. Phase II would be an extension of phase I into larger targets in North Vietnam.


The first draft lottery program is held by the United States government since World War II in 1942. The service system selectively conducted two lotteries to establish the order of call for men between 1944 and 1950 into military service in the Vietnam War. Lottery numbers allocated in December 1969 were used in1970 for both physical examination and induction.


Communist forces recommence their attacks on the Cambodian government posts forcing Cambodian troops to retreat from Kompong Thmar and Ba Ray located in the northeast of Phom Penh. Communist forces led by Khmer Rouge together with their North Vietnamese comrades had been locked in the ongoing war for Cambodia since 1970 battling Premier Lon Nol and his troops.
