1961

JFK and Soviet Premier Krushchev met in Vienna and proclaimed their support for an that would create a neutral, independent Laos.

1964

UN Security Council Resolution 189 gets implemented after an incident that took place when military units of South Vietnam entered Cambodia. The resolution also asked that all authorities recognize Cambodia’s neutrality and territorial boundaries after reports of aggression by the ARVN and US forces. On July 24, 1964 a report stated that the situation near the border was still unchanged.
