1962

Director of the State Department Bureau of Intelligence and Research writes a memorandum to Secretary of State Dean Rusk highlighting out that communist Viet Cong forces were prepared for a long fight. Even though Saigon had garnered more control of the countryside, Viet Cong forces had expanded in size and influence. Success could only be achieved by winning people’s support, something that President Diem’s government had already failed to achieve.
