1964

A vehicle filled with explosives is left parked at Brinks Hotel in Saigon by two Viet Cong spies camouflaged as South Vietnamese Soldiers. The resulting explosion killed two American officials, injured 65 others including some Vietnamese citizens staying in the hotel. Efforts by Ambassador Maxwell Taylor, General Westmoreland, and other United States officials to convince President Johnson to order retaliatory raids against the North failed.

1965

President Lyndon Johnson announces a halt on the ongoing Christmas Bombing of Hanoi and Haiphong. The bombings had been initiated to persuade North Vietnamese negotiator back to the peace talks after they had walked out. President Johnson also called for a worldwide diplomatic input to persuade North Vietnam to bring an end to the war.
